Green finance can support decentralised renewable energy solutions, creating an opportunity for communities to manage their own energy resources, which both enhances regional energy resilience and promotes local self-governance
Sheptytskyi City Trasformation
Sheptytskyi, located 28 kilometers from the EU border, has a long industrial history, particularly in coal mining, metallurgy, and manufacturing
However, due to the destruction of centralised power generation infrastructure and the broader economic disruptions caused by the conflict, the region now faces urgent energy security challenges.
This project takes a whole energy systems approach, integrating technological, economic, and social considerations to develop a prioritised pipeline of energy projects

Just Transition Framework
A Framework for Inclusive and Equitable Development

A just transition ensures that the shift to a sustainable energy system is socially inclusive, economically viable, and environmentally responsible, preventing workers, communities, and vulnerable populations from being left behind. In Sheptytskyi, efforts are underway to retrain 1,200 coal miners for jobs in the green energy sector while ensuring secure and affordable energy access for low-income households and internally displaced persons (IDPs). Our target is at least 30% female employment across these projects and a 10% quota for the veterans of war. Economic revitalisation is supported by investment in green industries, leveraging the region’s industrial base and proximity to European markets to attract renewable energy manufacturing and innovation. Equitable decision-making is a priority, with strong local governance and public participation, ensuring that communities play an active role in shaping energy policies. By integrating these elements, the initiative ensures that Ukraine’s energy transition is not only resilient and sustainable but also socially and economically just
